Meningkatkan Kinerja Kabinet Indonesia Bersatu

Kemarin, hari Rabu, 9 Januari 2008 jalan Medan Merdeka Barat terasa sangat macet, dari mulai pagi sampai sore hari. Setelah kami selidiki, ternyata Bapak Presiden R.I. Susilo Bambang Yodhoyono (SBY) menyelenggarakan rapat bersama seluruh jajaran Dept. Perhubungan, dimana pasti dibahas pula permasalah kemacetan lalulintas di jalan-jalan Ibukota R.I. dan kota-kota besar lainnya.

Sore hari sekitar pukul 15:30 ketika kami harus menghadiri sebuah rapat lainnya di Ditjen Postel yang ada di gedung Dept. Budaya dan Pariwisata yang terletak sekitar 200 meter dari tempat rapat yang sebelumnya, di DEPKOMINFO, kami harus menempuhnya dengan mobil selama 30 menit lebih, padahal kalau berjalan kaki hanyalah diperlukan waktu tidak lebih dari 10 menit.

Coba kita bayangkan, kalau saja Bapak Presiden R.I. SBY punya sebuah Operations Room di Istana Merdeka yang dilengkapi dengan peralatan Videoconferencing (yang mungkin sudah tersedia), dan dilakukan Konferensi Jarah Jauh (sekitar 500 meter) antar Istana Merdeka dan Dept. Perhubungan untuk sebuah Rapat Kerja Presiden R.I. dengan Jajaran Dept. Perhubungan seperti kemarin pagi sampai sore, maka berapakah penghematan yang akan diperoleh, yaitu:

  • Biaya Satuan Pengamanan Presiden R.I., 200 orang xRp 100.000,- = Rp20 juta
  • Kerugian waktu kerja sekitar 5.000 orang eksekutif yang terjebak macel selama 30 menit rata2 tiap kali melintas di jalur Jalan Merdeka Barat dan sekitarnya, dimana asumsi gaji para eksekutif rata2 adalah Rp 5 juta/bulan (Rp 25.000/jam)= 5.000 orang x0,5 jam xRp25.000,-/jam =Rp 62,5 juta
  • Biaya bensin mobil 5.000 orang eksekutif yang macet 30 menit, dengan asumsi konsumsi bensin rata2 5 liter =5 liter x5.000 mobil x Rp4.500/liter =Rp112,5 juta

Total penghematan adalah Rp 195 juta karena acara Rapat Kerja Presiden R.I. dengan Jajaran Dept. Perhubungan dilakukan melalui Videoconferencing saja.

Keuntungan lainnya adalah, Rapat Kerja antara Presiden R.I. dengan Jajaran Departemen2 R.I. bisa dilakukan bukan hanya SATU Tahun sekali, melainkan lebih sering, misalnya tiap TIGA Bulan, sebab acara2 ini tidak perlu persiapan yang lama dan mahal, karena dianggap sebagai acara rutin saja. Jadi Kabinet Indonesia Bersatu bisa lebih sering berkoordinasi, sehingga berbagai permasalahan Nasional bisa lebih cepat dicarikan solusi dan penyelesaiannya.

Dari informasi yang kami peroleh kemarin, khabarnya Presiden SBY memberikan arahan pada Jajaran DEPHUB bahwa mulai sekarang tidak boleh lagi ada Laporan ABS (Asal Bapak Senang) yang bisa menjerumuskan bangsa Indonesia.

Dengan penerapan Videoconferencing (Streaming) saat para Menteri (Pembantu Presiden) atau Gubernur sedang melakukan kunjungan ke Daerah, Presiden bisa bertanya langsung kepada Pejabat Daerah, atau salah satu wakil Rakyat di lokasi itu, apakah Laporan yang diterima Presiden itu benar atau ABS. Kepentingan Rakyat di Daerah dengan ini akan terjamin. Mereka juga sangat gembira bisa berbicara langsung dengan Presiden R.I., face-to-face melalui layar Video. Presiden juga tidak kehabisan waktu, serta makin banyak Daerah2 yang dapat dikunjungi tiap Tahun.

Hal lain yang membuat kami sangat optimis bahwa Telecommuting, Teleworking atau Home Working ini dapat segera dilaksanakan di Indonesia adalah Response mendukung dari para Alumni pendidikan Luar Negeri (sementara baru dari Alumni Australia, belum dari yang lainnya, seperti AS, Inggris, Perancis, Jerman, Belanda, Jepang, Kanada, dll) melalui Mailing List alumni@adsjakarta.or.id yang kami lampirkan pada “Comments” dibawah ini.

    Dear Alumni,

    I would like to make a propasal to overcome the daily traffic jam in Jakarta and large cities in Indonesia by implementing a new working culture, namely:

    – Telecommuting, or Teleworking or Home Working.

    In short, I would recommend all Alumni to go to their offices only when necessary to attend a meeting or meeting someone at an Office, hotel, or restaurant in town. The rest of the day I would like to recommend to all Alumni to stay at home doing their office work or assignment using their own Laptops or Personal Computers. When the work or assignment is completed, it can easily be sent to their Offices through the existing Broadband Networks:

    * Wireless Broadband NW:
    o Mobile GSM HSDPA, 3.5G, 3G/UMTS, EDGE or GPRS
    o Mobile and Fixed Wireless CDMA EV-DO
    o WiFi or WiMAX networks
    * Wireline Broadband NW:
    o TELKOM ADSL-Speedy
    o PLN Powerline Communications
    o Optical Fiber cable NW
    * Internet Acces via Cybercafe or Warnets
    * Public Switched Telephone Network TELKOMNET Instant

    With this new Working Culture, If all Alumni and Other Executives and Staff of all corporations and Government Offices implement this new culture, I believe the roads will be empty and quiet, we can enjoy travelling through the Jakarta city.

    We do not lost time to travel through traffic jams, and we save many gallons of petrol. The Government do not need to raise Petrol prices, since the demand has been reduced substantially.

    Please do implemnt this Telecommuting or Home Working culture. It saves us from many problems and stress!

    I absolutely agree, Faisal.

    Even in Bandung, my hometown, I had to drive around 50
    minutes for 9 km back in 2002. It’s mad. So I try to
    find a small house in the city centre and moved there.
    It takes now around 15 minutes. I am grateful.

    But please, do find solution and implement. People are
    now in trouble, mentally and physically because of
    this traffic. At the moment, we are now forced to find
    our own solution.

    Hi all,

    It’s a good idea indeed. What we need is a different
    work culture that depends heavily on IT.

    I work with a large Multinational Telecommunications
    company based in Bandung and I used to work like that.
    My boss is in Sydney, and my collegues are in Bangkok,
    Jakarta, Singapore and India. No need to be in the
    office. Company pays for the IT connection. Most of
    the things are done electronically (e.g. travel
    approval, expense claim, virtual meeting, documents
    sharing and download).

    An important prerequisite for this is a good, reliable
    and affordable IT infrastructure.

    Even myself, if it’s for my own, Telkom Speedy or IM2
    are still too expensive (and they are not so stable
    too). So please try to make it cheaper …
